Facility Operations Specialist

This position works within the Facility Management Program Area at the Appalachian National Scenic Trail (Trail) and reports directly to the Park's Supervisory Facility Operations Manager. It assist in the administrative management of the Parks Facility Management Software System and provide technical and professional asset management support to multiple park staff and partners through a highly complex cooperative management system to achieve park goals and objectives Manage Park's facility asset management system to determine and perform asset identification, inventory collection, condition assessments, cost estimates, work order generation, and compile life cycle information. Serve as an Agreements Technical Representative and Contractor Oicer Representative to manage all aspects of facility related task agreements and contracts. Serve as a project manager to provide administrative, planning, and operational support to contractors, park partners, and volunteers, who are responsible for implementing 100% of the facility maintenance work performed in the field. Assist with work planning and reporting, meeting environmental and cultural compliance requirements, and ensure that facility operations promote a safe and enjoyable visitor experience. Area Information:
The duty station is located in Harpers Ferry, West Virginia, roughly half way along the Trail; and is approximately 70 miles to Washington DC and Baltimore, MD. The Trail is 2,189-mile long, and traverses 14 states, 8 National Forests, 6 partner National Parks, 60 State Parks, 2 USFWS Refuge Areas and 3 NPS Regions. Its facility asset portfolio has over 1,500 cultural and non-cultural assets, including parking areas, buildings, privies, side trails, bridges, monuments, campgrounds, scenic vistas, water systems, maintained landscapes, and high hazard dams. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as, but not limited to:
working within a cooperative management system, assisting with facility operations and project management which includes assisting in the development of project objectives; tracking project work plans and budget; managing volunteers; asset identification and inventory including condition assessment, cost estimating, work order generation, and life cycle information for a park, office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations. You must include hours per week worked. -OR- EDUCATION:
Successful completion of at least a master's degree OR equivalent graduate degree OR two full years of graduate level education leading to a master's degree with a major in one of the following fields:
engineering, industrial arts, property management, or business administration. You must include transcripts. -OR- Successful completion of a combination of graduate education and specialized experience as described above. Note:
Only graduate education in excess of one full year may be used to qualify for this grade level. To combine, take the number of semester hours earned beyond the first year towards a graduate degree, and divide by 18 semester hours. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. For example, I have 6 months of full-time specialized experience as described above (6 divided by 12= 50%); and I have completed 9 semester hours beyond the first year, toward a graduate degree (9 divided by 18= 50%). Experience:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
