As the Supervisory Program Manager you will:
-Manage a very fast-paced critical program area for the Harpers Ferry Center. The Media Development Group provides project management services for oversight and control of all Center media planning/design/production projects from inception through completion with overall responsibility to ensure that media projects are completed as negotiated. -Work to keep HFC on the cutting edge of interpretive and educational media and stay abreast of current and future technology trends and innovations. -Manage the primary point of contact for the Harpers Ferry Center to process initial project and service requests from Parks, Regions, and other sources. -Promote and regularly engage within regional and liaison networks to exchange information and schedule regional work sessions and training. -Exercise a full range of supervisory duties with significant management responsibilities and oversight which include dealing with officials of other units or organizations, and in advising management officials of higher rank. -Establish long and short range planning to ensure HFC has the resources and subject matter experts to provide NPS with technical and creative support for evolving communications and education media. -Maintain key responsibilities in HFC's leadership and decision-making process with critical roles in strategic planning, communication, performance management, and change management. -Manage multi-million dollar operational budget that includes large, complex media projects with many fund sources. -Provide technical assistance to parks by developing Indefinite Delivery Indefinite Quantity (IDIQ) contracts to achieve quality exhibit, audiovisual, wayside exhibit, digital, and social media product outcomes. To qualify for this position at the GS-14 grade level, you must possess the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience must include:
Managing an interpretive media program; administering complex media development processes and modern, large-scale interpretive and education media systems; providing oversight to those designing a broad range of media solutions for simple and complex interpretive and education objectives that engage a variety of audiences; providing leadership to those using state-of-the-art digital and media technologies and implement major media innovations, including designing appropriate work flows and protocols; coordinating with various parts of the organization to accomplish goals; and monitoring and evaluating the progress and outcomes of operational plans. Experience:
Experience refers to paid and unpaid experience as defined by the previous paragraph, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
