Program Manager

The major duties of the Instructional Systems Specialist position include, but are not limited to the following:
Conceives, plans, and manages programs and oversees training centers non-training operations for the entire National Park Service workforce.
Serves as an authoritative consultant and key advisor to all levels of management in areas of program, facilities management, and technical learning and consultant programs.
As directed by the Chief of L&D and other senior staff, guides Learning and Development personnel in balancing learning and development management program support needs.
Leads and/or oversees programmatic efforts at the organizational level to improve quality of services provided.
Conducts organizational needs, assessments and determines organizational readiness across bureau to provide guidance regarding hiring and development of personnel.
Responsible for the supervision of a subordinate staff in charge of multiple subordinates.
Carries out supervisory duties in accordance with all regulatory requirements.
The incumbent builds, designs, plans, and manages workforce to meet organizational needs in accordance with the principles established by law, regulation and policy.

Credit will be given for all appropriate qualifying experience.

To qualify for this position at the GS-15 grade level, you must possess all of the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors).
This experience includes all activities including:
Expertise in applying advanced theories, concepts, and principles of program management; Proficient in managing and directing operations of all learning and development administrative related programs; Expertise knowledge of Federal legislation, Departmental and Bureau policies and other procedures governing administration; and Expertise with knowledge of budget formulation, tracking, and management.

Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
